Avon Lake Regional Water intends to create an interconnection with Elyria Municipal Water Supply System to supply water to Avon Lake Regional Water in the event of reduced water production by Avon Lake Regional Water. We will be requesting up to $3 million from the Water Supply Revolving Loan Account (WSRLA) for this project that will both provide backup water services to Avon Lake Regional Water and the City of Elyria. This project will be paid for jointly between Avon Lake Regional Water (40%), the Rural Lorain County Water Authority (40%), and the City of Elyria (20%). Avon Lake Regional Water’s share will be paid through revenues collected by water fees.
Ohio EPA will administer loan preparation. Construction will be undertaken by contractors selected by competitive bidding. Construction will begin 2018 and be completed 2019. Avon Lake Regional Water will receive a blended interest rate of the standard (currently 1.84%) and the HAB-response rate of 0%.
EPA Environmental Report on Avon Lake Regional Water’s Elyria Interconnection Project
After the public comment window has closed, the Ohio EPA will make available for public review an environmental report of this project.
